Holy Gilles Latour ! – Former Team Cornwall Prez Gets 37 More Fraud Charges! POLICE BLOTTER #CCPS NOV 27, 2014

ASSAULT

 

Cornwall, ON – A 21-year-old Cornwall man was arrested on November 25th, 2014 and charged with assault. It is alleged that during an argument with his 16-year-old girlfriend on November 9th, 2014 the man punched her in the eye. Police were later contacted and an investigation ensued. On November 25th, 2014 police attended the Cornwall Courthouse and took the man who was there for an unrelated matter into custody. He was charged accordingly and held for a bail hearing. His name was not released as it might identify the victim in the matter.

 

latour fbFRAUD OVER $5000, THEFT BY CONVERSION, BREACH OF TRUST

 

Cornwall, ON – Gilles Latour, 48 of Long Sault was arrested on November 26th, 2014 and charged with 37 fraud related offences including breach of trust, theft by conversion, fraud over $5000 and obtain by false pretences. It is alleged that between August, 2008 and April, 2014 Latour defrauded five individuals and police were contacted to investigate. On November 26th, 2014 Latour attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and released to appear in court on January 8th, 2015.

 

THREATS, ASSAULT, BREACH

 

Cornwall, ON – A 14-year-old Cornwall youth was arrested on November 26th, 2014 and charged with assault, threats and breach of his youth probation for failing to keep the peace. It is alleged that on November 26th, 2014 during an argument the youth threatened to kill a 39-year-old man and attempted to punch him on several occasions. Police were contacted and an investigation ensued. During their investigation the youth was taken into custody, charged accordingly and held for a bail hearing. His name was not released as per provisions of the Youth Criminal Justice Act.

WARRANT

 

Cornwall, ON – Patrick Delafontaine, 21 of Cornwall was arrested on November 25th, 2014 on the strength of a probation office warrant. It is alleged that the man breached his probation conditions and a warrant was issued for his arrest. On November 25th, 2014 the man attended police headquarters to deal with the matter. He was taken into custody on the strength of the warrant and held for a bail hearing.

 

BREACH

 

Cornwall, ON – A 36-year-old Cornwall man was arrested on November 26th, 2014 and charged with breaching his probation order for having communicated with two persons he has conditions not to communicate with, being within 100meters of their residence, consuming drugs and failing to keep the peace. It is alleged that on November 25th, 2014 the man attended his ex-girlfriend’s residence while her son was present then sent text messages to his ex-girlfriend despite being on conditions to avoid contact or communicating with either of them. Police were contacted and an investigation ensued. During their investigation police attended the man’s residence and found him to be under the influence of drugs. He was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it might identify the victims in the matter.

Cornwall River Kings Begin a New Chapter as I Drop the Puck & Introduce the Moreau Family to Cornwall! DEC 14, 2014

gilcig centre ice RKCORNWALL Ontario – It’s great to write a happy story about the Cornwall River Kings.    The next chapter in their history began this week when Steve Moreau helped save the team by purchasing it after the disaster created by Cornwall’s own Criminal City Councilor Brock Fraud Frost.

Mr. Frost had run as low a budget as possible and some of the team’s better players were off shooted as recently as a few weeks before he lost control of the team after the Darren Madden fiasco was exposed via CFN.

It was an honor to return to centre ice at the Civic Complex to drop the first puck.  It was sad that because of a hate group on facebook that security was ultra tight.

The good news was that attendance was up and other than a few heavy Fluoride drinkers it was a great game that the River Kings nearly won.

The team garnered a point Friday night in their OT loss.     The thing for our city though is how it is displaying itself for the world to see.  Mr. Moreau and his family aren’t from Cornwall.  He chose to make an investment in this team and our community when no local buyer would step up.

That’s a good thing. That a bunch of low lifes made boycott sounds and other drama on social media doesn’t send the right message.

Gilcig Moreau Racine DEC 13 2014The River Kings are  a great product for our city.  They also export the Cornwall brand to places that have some of the best chance of growth in our community; Quebec.   It might be something the fans should think about.     Last night Mr. Moreau had a chance to gauge the local reaction and vibe as he has to make some big decisions as to whether he ups the talent budget this year, especially facing the losses that the team will most likely shoulder.  As spirited as the boys played Friday and Saturday the roster needs help.

There’s plenty of hockey left and plenty of time to turn the team around.

It was nice to see and chat with Mayor Leslie O’Shaughnessy  as well as former owner Dave Small.   Council candidate Roland Besner came up to say hello too, and I was told Councilor Dupelle was in the house as well.

Now it’s up to the fans.  The attendance was up, but we’ll have to do better to fill our barn.   Mr. Moreau’s plea to bring a friend is something anyone that wants to see River King hockey will hopefully consider.   It’s up to the fans of this city to show their pride and inspire new ownership to deliver a winner.

As for myself it’s back to the hard news grind that is CFN.   I want to thank our amazing community for the support and kindness during my own travails at the hand of the Kings former owner Mr. Frost.  Justice, and the truth will prevail.

JAMES D GALL Charged by Ottawa Police for GRAND PARENT SCAM – JAN 19, 2015 #OPS

opsCFN – The Ottawa Police Service investigated a “Grandparent scam” scheme in progress and arrested an Ottawa man on Saturday, January 17, 2015 in the 1700 block of Riverside Drive.

A male suspect called the victim, an 86 year old man, last week identifying himself as his grandson, saying he was in need of money and asked for a loan of $10,000. During the week, the suspect attended the victim’s residence identifying himself as a courier who was to deliver the money to the grandson. The suspect then made arrangements for a further loan of 5,000.00$ for the grandson.

On January 17, 2015, the victim called his actual grandson informing him that the additional $5,000 was ready for him to pick up.  The grandson alerted him that something was wrong as he had not made any demand for money. The grandson contacted police to report the incident.

As patrol officers attended the elderly man’s residence to speak with him, he identified the suspect who was actually attending the building that day time to pick up the additional money ($5,000.00$). The suspect was arrested.

  • Possess proceeds of Property or Thing Obtained by crime
  • Harassment by Repeated communication with person
  • Fraud Exceeding $5000 / Specific victim
  • Attempt Fraud / Exceeding $5000

The Fraud Section wants to remind the public of fraud schemes and advises that you should be vigilant at all times over the phone and through the internet.  When it comes to your money, be particularly alert.

Robert Brock Frost Lost – Crown Declines to Support Cornwall City Councilor’s Claims Against CFN Editor – JAN 22, 2015

Brock Frost Council DEC 8 2014CORNWALL Ontario – It was a very brief hearing.   Cornwall City Councilor Brock Frost was nearly late and arrived in time to be served legal documents by Paralegal James Moak in the court room, and then see the Crown decline to support his wildly false allegations against CFN editor Jamie Gilcig.

Mr. Frost had previously issued a press release claiming that Mr. Gilcig had made sexual advances towards him at a sales meeting , (at which he still purchased advertising) after CFN exposed his odd Real Estate transactions in Nicaragua including his own Criminal attorney admitting that Mr. Frost could not return the funds.

Mr. Frost then issued two more press releases about Mr. Gilcig before making bizarre and unfounded claims against the editor.  That resulted in him attempting to get a restraining order which today the  crown refused to support leaving Mr. Frost the option to proceed at his own cost and with his own representation.  Mr. Moak as filed a request for full disclosure from Mr. Frost which Mr. Frost will have to provide at the next hearing on February 19th, 2015.

Mr. Gilcig stated that he would continue to defend this bizarre conjuring, and hold Mr. Frost accountable to every limit the law would allow.

Mr. Frost had no statement about new allegations regarding the bond/guaranty he issued when he purchased the Cornwall River Kings.   LNAH rep Denis Boisvert said that the league would not admit or deny the allegations.   Mr. Frost surrendered the team back to the league and was fined after not honoring their last game under his ownership.   The team has since started to win more games than they lose and rebuild their audience support.

What spurred me on to run was the opposition leader.

Clearly while the charges against Mr. Walsh have not been proven in court his being terminated by OPPA is not a positive sign.   However what’s most intriguing to this case is the back story.

Mr. Walsh was no simple Union Prez.   He was a candidate for the Ontario Liberals against Mr. Hudak’s PC Party.

Clearly Mr. Walsh used his position this past election when OPPA clearly campaigned against Mr. Hudak.

That was the previous provincial election.  In the election that just resulted in a Majority Wynne victory much of the credit was due to Mr. Hudak’s bizarre strategy of cutting public sector jobs and union’s stand against him.

In what it describes as an unprecedented move, the Ontario Provincial Police Association has launched an attack ad campaign against Tim Hudak, declaring that the Progressive Conservative leader has plucked his policies from the “Tea Party world” of the United States.

The union representing 6,000 uniformed officers and nearly 3,000 civilian members began airing two 15-second ads Monday. The ads end with the words “We’re here for you. Who’s Tim Hudak here for?”

That quote, from a CBC story during the election begs the question whether the OPP are the right force to investigate any issues related to Queen’s Park and the Liberals in particular after the actions of the OPPA.

“Our association is politically active 365 days a year,” Christie said, highlighting again the difference between the Ontario Provincial Police proper and the labour organization that he heads. The association has been donating money to all three major parties for years, advocates for legislation, and regularly meets with MPPs.

That was from an Ottawa Citizen story.

When looking at Conflict of Interest the optics of potential are considered as much as an actual conflict.

In 2011 Mr. Walsh lost a close race.  In 2014 the riding did go Liberal.

The reality is that partisan politics have no place in Policing.    The role of fire fighters and police in municipal and provincial elections can literally change the society we live in.  Clearly it had an impact on the outcome in 2014.   And could anyone blame a reasonable person for questioning any investigation into the government by the OPP when it’s President was radically partisan?

The bigger question is if this investigation, allegations which are being smeared all over the media, will have any impact on how “business is done” after it’s all over.

In the meanwhile the OPPA will have to lick its wounds and deal with repercussions.

Requests for comment were not responded to by OPPA as of press time.

Cornwall Code of Conduct Councilor Robert Brock Frost Summoned to Quebec Over River King Bond?

Brock Frost Council DEC 8 2014CORNWALL Ontario – We interrupt Cornwall City Councilor Brock Frost’s charge to establish a Code of Conduct for Council to report that reliable information suggests that the good councilor has been given  summons to appear in a Quebec Court regarding a criminal charge of false security issued via the Cornwall River Kings while Mr. Frost was owner.

Allegedly the bond issued as security for the team (Royal Bank) was not a legitimate device.

Speaking to Quebec Police it was stated that in the case of a summons not being attended to, a warrant for arrest would be issued at which point Cornwall Community Police may be involved to serve said warrant.

No charges have been proven against Mr. Frost at this time.   He has not responded to our request for comment.   Denis Boisvert of the LNAH has also not responded with a comment as of press time.

According to the Municipal Act a councilor could only be removed from duty if convicted and serving jail time, essentially unable to fulfill his duties.

Mr. Frost was fined by the league for not finishing games he had agreed to and is being sued in Superior Court by Darren Madden over Mr. Frost’s attempt to dump the team after gaining his seat on council.

Frost recently gave up on a lawsuit against CFN which he filed and neglected to serve.  A costs award is due shortly.

Frosty the Forger? Cornwall Ontario Councilor BROCK FROST to be Charged in Quebec on June 19, 2015

CFN has documents issued by a court in Quebec that state that our own wacky City Councilor Brock Frost has to deal with a Criminal Code of Canada 368 1 A. and 380 which is for Fraud.

Criminal Code 368 deals with the use of fraud and use of a forged document which in this case is alleged to be the bond of security used when purchasing the River Kings.  Mr. Frost will also be charged with a section 380 which is fraud.

The date of the infraction is October 6, 2014 with the case being opened on April 27, 2015.

Mr. Frost is to appear in Levis Quebec Courts on June 19th, 2015.   Police have stated that if he doesn’t appear in Quebec the CCPS will have to assist as there would be a warrant issued for his arrest.

We could not ask Mr. Frost for comment as he has asked the CCPS to not allow me to communicate with him and for some strange reason a CCPS officer communicated that to me.  After my first bout of wrongful arrest you can’t blame a boy for being paranoid although probably not as paranoid as Mr. Frost who went to CCPS and a Justice of the Peace making allegations that this writer was going to “beat him up” and showed up at his home, neither of which took place.

Mr. Frost is also being pursued by one Al Hatset of the US over his real estate deal with Mr. Frost which saw Mr. Hatset not get his property and saw his money go poof!

Frost essentially told a porkie to the Freeholder when he was recently quoted as stating:

A city councillor is claiming rumours of a criminal investigation springing from his ownership of the Cornwall River Kings will be put to rest very soon.

Coun. Brock Frost said he requested the Ligue Nord Americaine de Hockey issue a media statement.

“The league is gonna (sic) issue a press release to essentially quash all these stories,” Frost said in an email Tuesday afternoon.

CFN is glad to put those nasty rumours to bed proving that he is in fact to be criminally charged for both Fraud and Forgery.  The league never issued the mysterious press release either.

Brock Frost spouted some porkies in his interview with the talented Todd Hambleton of the Freeholder.

In an email to the newspaper on Friday morning, Frost said he has “no knowledge of any charges in Quebec. The only information I have is what has been told to me by the media. I live in Ottawa and don’t pay much attention to what is said in Cornwall.”

Frost added he’s never been contacted by police in Quebec, that “I have never been arrested and have only been to Quebec twice in two years.”

Listed as the complainant in the court document is Pierre Paradis, of Levis. The Standard-Freeholder has been unable to confirm any link between Paradis and the Ligue Nord Americaine de Hockey, the league the Cornwall River Kings play in.

CFN can confirm that Mr. Paradis is an officer with police who laid the charges.  (Wasn’t Mr. Frost charged with a DUI?  Wouldn’t that have been an arrest?)

Last week, Frost told the Standard-Freeholder rumours of a criminal investigation springing from his ownership of the River Kings would be put to rest shortly and that he requested the LNAH to issue a media statement.

Which never was published.

In that email exchange last week, Frost indicated that he wasn’t aware of any criminal investigation or charges.

“The league is (going to) issue a press release to essentially quash all these stories,” Frost said in the May 19 e-mail.

Again, what happened to that release?

Frost wrote a subsequent email saying, “the release will essentially say that there are no debts owing, I have followed all league rules, the league has no complaints against me and that our business is done.”

As we reported those “rumours” have now been proven true as Frost is to be charged with both Fraud and Forgery.   Mr. Frost was mailed a summons.   CCPS were aware of the summons and if Mr. Frost didn’t show up, knowingly or not, a warrant would be served by local police.

However in his statement that he now lives in Ottawa is news as he’s listed his Long Sault property as his address on multiple court documents.

I live in Ottawa and don’t pay much attention to what is said in Cornwall.

Hypocrites & Scoundrels in Cornwall – Lihou Frost & Almost All of Council by Jamie Gilcig MAY 30, 2015

lihouCORNWALL Ontario – I wrote, over a year ago, that Brock Frost was to Politics what Syphilis was to dating.

Oddly enough within 24 hours of posting that on Facebook Mr. Frost dialed me up, asked for a meeting and purchased an ad package for his run for Council.

It was truly odd as he’d been a nasty toe rag towards myself and CFN previously.  Almost as odd as him later issuing a press release stating that at that meeting I’d made sexual advances on him.  (Of course he didn’t mention in the release that he bought an ad package.)

Mr. Frost still owes money on that deal.  I don’t sue people under a certain dollar amount.

Todd Lihou, editor of the Seaway News, (see Todd, we don’t call people strange names like blogger etc even though bloggers are being killed around the world for doing some of the things the journalists like yourself are supposed to do but don’t) was part of the same hate group on facebook that Mr. Frost was.

Where was Mr. Lihou’s voice as it became clear and apparent what was going on?   Where was his voice this week when the mayor and two councilors were served with Conflict of Interest lawsuits?   Not a freaking word.

And Todd was late to the party on the Frost charges which only one media outlet, this one, actually went to Quebec to get the actual legal documents from the court to prove those charges were in fact real and not rumour as was published in other media.

Mr. Lihou just wrote a very disturbing piece suggesting that Frost “Do the right thing”, but honestly would Lihou know the right thing if it bit him on the buttocks?  Has he himself done the right thing and if he is so concerned about the right thing what about the hundreds of units in Cornwall Housing that as we speak can’t have window air conditioners in +30 weather without facing eviction?   Nope, he couldn’t be bothered with that story either.

Todd, like many of us is concerned with Frost’s Kilgeresque comment.

“I live in Ottawa and don’t pay much attention to what is said in Cornwall.”

But how many in Cornwall do pay attention?  And more importantly how can they pay attention when hack journalists like Lihou cover up the real stories, probably for fear of losing ad dollars from the very cretins that journalism is supposed to expose?

So let’s extend Mr. Lihou’s coverage to Mayor O’Shaugnessy and Councilors MacDonald and Hebert who were served for clearly being in conflict of interest.    It’s all on the city’s web archive of the meeting.   All the evidence really needed is on video.

The Freeholder reported that Leslie O’Shaugnessy  had one legal opinion and decided on a second before having a press conference that I would be excluded from.    That most likely telegraphs a few things. The first opinion wasn’t to his liking.   And secondly if he truly felt he was innocent why would he have that presser and not allow me to be there?  I’m certainly not a threat having been invited to his home previously.  I have no criminal or violent background.  I write words and generally am 100% dead on in our quotes and insights.   Isn’t it just consistent favortism given to selected media as has been the case since O’Shaughnessy has been elected?

Isn’t that quote by the mayor, if accurate, a petty lashing out by someone who clearly doesn’t like being caught and exposed?

He and the councilors may be able to drag it up and run up big legal bills, but at the end of the day the right thing should be done by this council and those involved.

I personally find it deplorable that Council has not publicly asked Mr. Frost to step down months ago when most of what officially has come to be was known.  I know I would have.  Where is the leadership?   The Integrity?  Where is the transparency and accountability that Mr. O’Shaughnessy complained about that was lacking under Bob Kilger?

At the very least Mr. Frost should be removed from all committees and not have access to privileged city information until his charges are cleared up.

No, Brock Frost, Elaine MacDonald, and Leslie O’Shaugnessy should all step down.  It’s the decent thing to do not only in the situation, but for the community.   That none of them most likely will says more about those that voted for them all than the people themselves.   After all this isn’t the first Conflict of Interest perpetuated by Ms MacDonald.

Carilyne Hebert gets a pass as she accepted the legal counsel of O’Shaugnessy in a live Council meeting.    I think she should publicly apologize to the community at the next council meeting and deserves a chance to start to do the right thing around the table.

As for Mr. Lihou?  Well if his brand of journalism is what TC media stand for that’s their choice.  They are a private business.    They can hide news, abuse people as I was during the campaign and during my arrest like I was by Mr. Lihou as he likewise has done to others, but luckily for people like myself and other viewers we have other local options.

Mr. Lihou went to his usual suspects on council, his work mate Claude McIntosh and David Murphy who expressed shock at Frost’s situation. Frankly both deserve the William Shatner acting award on that one and I don’t imagine too many swallow that Kilgerwater.

And speaking of Bob he was seen in Cornwall the day of the Cedars on Wheels smash in.   Hope he gets better as our T shirt lawsuit keeps getting adjourned because he’s too ill to attend.

And the funniest thing I’ve seen this week is Bernie Clement pimping a John Earle special video clip about her run for the Liberal nomination.    You sit on a council that has this mess going on and you put out a video to run for higher office?    Now that’s funny!

 


Storm Hits Brock Frost – Cornwall Councilor No Longer On Agency Web Site by Jamie Gilcig – JUNE 2, 2015

CORNWALL Ontario – Cornwall City Councilor Robert Brock Frost seems to no longer be an agent with Storm Realty in Cornwall Ontario.

On Social media it was claimed that the alleged fraudster and current Cornwall City Councilor  was starting a new enterprise in Ottawa where he now claims to live.

The councilor is embroiled in charges of fraud and forgery issued from Levis Quebec in relation to his ownership of the Cornwall River Kings.

Mr. Frost is still being pursued by Al Hatset over his near $1M missing funds over a real estate deal in Nicaragua.

Brock also has several outstanding lawsuits including from this newspaper.

CFN called Storm Realty today and was given a no comment response via phone.   Mr. Frost is no longer listed in the websites list to their team.

CORNWALL Ontario –  Shades of Bob Kilger last night at City Council.  Oddly enough both the Seaway News and that wacky Bill Kingston reported on Mayor O’Shaughnessy’s comments regarding a CFN story  yet never reported that the Mayor and Councilors Elaine MacDonald and Carilyne Hebert were served prior to a council meeting (May 25th) with Conflict of Interest lawsuits?   That’s hard news reporting (he typed in gest), no?  Even the Freeholder reported that the Mayor had been served.   The irony is that in both pieces neither Lihou or Kingston report why the Mayor is responding in the first place.

“Somebody seems to be able to report things that carry no validity…and it goes unchallenged,” the mayor stated.

That’s a very odd statement, and frankly feels quite defamatory.   CFN has a clear process.  Even Bob Kilger sent a statement regarding an issue that we printed in full last term.  We have a real comments section too.

If Mayor O’Shaughnessy really felt that way a quick email or phone call could assuage any possible issue, but frankly is there an issue?  Nor has there been any communication requesting a correction or retraction, nor has there been a statement from our Mayor that he was not in conflict.

Les still has not had that press conference that he said I couldn’t attend.  He still has not given a statement regarding his Conflict of Interest.  He’s had at least two legal opinions.   He has three clear choices.   Do the right thing and resign, drag it out as long as he can if he feels he’s guilty, or if he really thinks he’s innocent, fight the suit.

Only the first will ultimately save tax payers money.     He stated in an interview that he would pay his own legal bill, but as we’re seeing in the Kilger suit(s) it sure doesn’t look like the mayor will be paying his own way.

MacDonald and Hebert have not issued a statement either.    Essentially if you only read the Seaway News or missed the Freeholder or CFN’s coverage you wouldn’t even know that there is a clear Conflict of Interest lawsuit based on the events that occurred in council that were captured by the city’s own video.

It’s time that instead of silly quotes like the one above that Mayor O’Shaugnessy spoke to the issue publicly so that Cornwall taxpayers truly understand what’s going on.  After all, rumors do get rampant when you’re not transparent or accountable as the Mayor and his two councilors are being in this situation.

Brock Frost missed council last night.   No word on his resignation, but the buzz from City Hall is that Councilor Frost is now stating that his emails were hacked and his statement published by both the Seaway News & that Wacky Bill Kingston were not from him.    This rumor has not been confirmed and seems almost as weird as Frost’s claim of me making sexual advances on him at a sales meeting.

What an odd bunch we have elected to run Cornwall.

As I ran for mayor last term I was asked by a prominent lawyer recently what I’d do with the Frost mess if I’d been elected.

I’m a firm believer in that when you are elected it’s for leadership and not the ability to hire consultants.

I’m also a firm believer in “Lead, follow, or get the heck out of the way.”

I think that our council should be asking Mr. Frost to step away until he can resolve his public legal messes without pay.   Council can run on 9 (frankly it might help) until the issue is resolved.

Of course council cannot force that, but it can remove Mr. Frost from all committees until he’s been tried.

I mean if someone is accused of being a pedophile would you still let them work with kids while their case worked through the legal system?

Fraud and Forgery allegations are very serious charges.   Access to detailed private city information with those hanging over like a stink cloud just don’t have good optics.

Ultimately it’s not good for our city.   Someone that actually cared about Cornwall would get that.

He returned after what he claimed in communication to council from a vacation and his move to Ottawa.

Something my lovely ex wife complained about Cornwall was a lack of inclusion for we outsiders.    I’ve lived here 12 years now and still am an outsider.  I speak with some that have lived here over 25 years and they feel the same.

Our first year my wifey tried to volunteer us at a local food bank with no reply over three attempts, not even to hit us up for a donation.

The problem with communities like this is that there are a lot of really nice people.   Then there are people like Rick Shaver.   If you are on his wrong side then the Kinsmen aren’t your fans, the Chamber of Commerce too, etc.

If you are competing with Rick it can get even uglier.

Over the years I’ve been blocked from participating in groups and even charities because of the cliques in Cornwall.

When Sylvie Lizotte, former director of our public art gallery came to me for help last Summer it was odd, but it wasn’t the first time that someone that had been nasty to me or CFN had come for help.   People know that our door is open and we generally get results.    We did for her, but more on that shortly.

Again, we live in a funny town.  When I lived in Los Angeles as a struggling newbie to the film biz it was an interesting dynamic.  As one old timer explained to me, you always have to be nice because you never know who’s on their way up or their way down and people can help or hurt you in either direction.

Academy member and very cool actor, the late Brock Peters, mentored me one afternoon with some great advice.   When I moved to Cornwall I saw a strangely coiffed man shooting some video and tried to strike up a chat.    I shared that I’d done a bit of filmmaking myself only to be snubbed.   Cornwall.

When I started this online newspaper I was told I was nuts by my friends.   Cornwall was too illiterate and simply not sophisticated.  CFN was designed to be a strange hybrid of Huffpo & Perez Hilton.   That we became number one in this market within our first two years shows that I may have been onto something or simply that the competition was caught flat footed.

I was “facewashed” from the get go.  I’d offer 100 banners for $25 and have doors slammed on me.  We did get some of the biggest local advertisers and even the city itself, but like any good thing jealousy and competition can get nasty.

I think I’m rambling…..

So last Summer I was shocked when Sylvie Lizotte came to me for help.   She complained that Elaine MacDonald had taken over TAG with her protege Carilyne Hebert.   The board included Carilyne’s mom and other NDP supporters.

Ms Lizotte had gone through a lot of board members over the year.  I myself did a story about some of the strangeness that had occurred.      She brought me inside info and plead her cause not only to me, but just about anyone that would listen.

At one point I sent Elaine MacDonald an email asking if I had to write a story about what was going on?    I’m not sure if that email was a factor or not, but she and her cabal essentially resigned with her signing off at the AGM in January via letter.

At that AGM, which was very very pathetic, almost nobody turned up.   It was Ms Lizotte and a group of supporters she’d assembled for a new board with a few stragglers like her boyfriend.

All that were nominated were acclaimed.  There was not a dissenting vote or boo, not even a hiss.   Those complaining now just had to show up and they could have taken over the gallery with about ten votes.   Focus Art?  YAC?    All they had to do was show up.  They didn’t.

As a filmmaker, film historian, and lover of the arts I was happy to be able to try and make things better.   I even offered to do two courses to make money for TAG, one on screen writing and one on acting.

Sadly the make up of this board at that time were mostly people with an agenda, from political aspirations to conflict of interest.  As Sylvie herself had said more than once, “Some people join the board just to have their own show.”

Two of those nominated that night weren’t even in attendance with one not ever showing up to a single meeting, not even by phone!

What did become clear was that there were a lot of issues and reasons why TAG was the way it was.

What was scary was our permanent Art Collection and our Bingo.

TAG essentially got enough money from the city to cover Sylvie’s salary and Bingo covered the rent & lights.    There never seemed to be much money left for actual artists which I felt was wrong.

I have one mandate once I stepped through those doors and that’s TAG’s sole role is to support Artists and the Arts in the Cornwall Region (and to me that includes Akwesasne & the Counties).

Slowly board members resigned and were replaced.  Sadly one died.  We went from seven to our current five with myself being the only member from that night.

At a certain point it was unanimously decided that Ms Lizotte had to be terminated.

That was something that some on council like Denis Thibault had called for since the first year that CFN started back in 2009.

It’s never easy terminating someone; even if they are deserving of it.   We went to an HR specialist and consulted.  We talked with a lawyer.   We were told that no matter how good a case we may have there’s always a contingency lawyer that might give it a go which two media outlets have had some hay with recently.

In this case we ended up with the same legal letters that the previous board had received.  There had been a long history of board members being threatened with litigation.

You have to remember that we board members are volunteers. Who needs that drama?  It’s easier to quit.

This board didn’t quit.   It stepped up and did what needed to be done.    We spent over 300 man hours doing a preliminary investigation.   We turned records over the CCPS (who have yet to do anything about it).     We have been slapped by council who chose to cut our funding to zero after we did what should have been done over a decade ago.   And while we have been sued our Board of Directors Insurance was renewed with no increase of premium and we’re being represented by a top Toronto legal firm that specializes in Labour Law at no cost to the gallery.

We did this while never closing the gallery for a day after we finished our initial inventory.  We did this by passionate board members and volunteers laying it on the line even though many in the arts community itself abandoned TAG for their own agendas.

We watched an alleged Arts Council turn its back on the gallery and essentially pander and compete for the dollars necessary to keep TAG going.

We watched Councilor Bernadette Clement, who wants to be your Liberal MP actually state that should couldn’t support our governance after supporting flawed and corrupt governance at the gallery for each of the years she’s been elected.    With a new up to date charter and membership structure what was it she wasn’t supporting?    We asked her that via email cc’g Justin Trudeau and the next day she came to the gallery to ask what she could do to help.  We have not seen or heard from her since even though we clearly shared.    One local journalist said that because of what she did he won’t be supporting her in the next election.  (No it wasn’t me)

We made a choice to keep things going.  We didn’t let a single person down.  We hosted kids even though we had zero revenue for that period.  We are now in the midst of our second show in three months and are having a major event in the Fall with legendary Cartoonist Aislin coming to Cornwall which will also support local cartoonists like Frank Burelle.

What is the message that that sends to the community and elected officials when the support is lacking or that certain artists play politics?

Recently we sent out two press releases for our NEW FACES show.   Todd Lihou, who works for Rick Shaver didn’t give us a mention, but he was publishing a hatchet piece about the lawsuit that Ms Lizotte launched against the gallery and two board members for wrongful dismissal.

We asked the city to promote the show and our fund raising event on the city facebook page and choosecornwall.ca page, but nada even though three councilors had agreed to participate.   We didn’t get a single email reply for our request for sponsorship that we sent to Economic Development & Council.

While some have pointed fingers at yours truly the issues of lack of support for the arts in this community goes way back before I moved here and will exist long after I am gone.

It’s time for those that really care about the arts to step up.   Without our public art gallery there never will be an Arts Centre.  Trust me on that.

The only way to develop our Art Economy is to promote artists and do what we can to help them earn enough money to thrive and thriving artists are like rabbits.

One of the biggest problems in Cornwall is youth retention and as important as jobs are more youth complain about not having enough to do.

A vibrant downtown public art gallery is a great start.

TAG needs artists to step up.  They need to leave their drama and politics at the door and focus on art and moving forward.    The door at TAG is open.   It’s up to them to step in.  The excuses, the stories, the old issues will not help anyone.

It’s up to you.

CORNWALL Ontario – I love car rides.    You can have the strangest and oddest chats, especially if your passenger is kinda smart.

Thursday we snuck out to Ottawa for a T&T run.   T&T is an Asian grocery chain and I always enjoy visiting them.

So on the way home, while nibbling on some Sushi and duck the conversation turned to Cornwall politics and my car mate suggested that she still thought that Guy St. Jean would have made a better councilor, at least better than Brock Frost.   After all essentially St. Jean set up a business in South Stormont, ran for council in Cornwall, and when he didn’t win flouted off to Florida and closed shop!

Now Frost is a proven liar, allegedly a real estate fraudster, maker up of stories like suggesting I’d made horrific sexual advances on his person while still buying an ad at said meeting and sponsoring our 5th Anniversary event at the Port shortly after, but is he a good councilor?

 

“The Charges they are true.   I’m defending them vigoursly.  I have pled guilty.”

That last part of the quote may have been a Freudian slip by Councilor Frost?

Well the easy is answer is no, but St. Jean had already proven to be very susceptible for changing his mind like the wind based on outside influences.   That’s really scary.

We vote for leadership when we vote for elected officials yet all that leadership they huff and puff about during election races seems to disappear into the “let’s hire a consultant” phase if elected.

Would you really want someone who could be easily swayed as an elected official or someone who took a clear position and worked for their vision?

Frost oddly enough has shown more vision and leadership this term than any other single member of council including the mayor.  Can you name some issues championed by others?   Justin Towndale has tried to do a bit, but Brock has been a busy cowboy.   What he lacks in honesty and integrity he makes up for in yippy kay yay.

Now that doesn’t mean he’s doing a good job or that his vision makes much sense, but do we really need ten councilors and a mayor that do very little other than muck things up and canvas for bodies that they happen to sit on or shut down family ice rinks at Christmas?

Is that leadership?

That Mr. Frost looks “good” next to this failed circus of a council is not something to be especially proud of.

It should be a bell ringing event that causes the public to show concern because at the end of the day we pay the bill for the nonsense this group writes the cheques for.

Leadership for example would be standing up in Council and/or issuing a release suggesting that Mr. Frost should take a leave of absence until his legal wranglings are sorted out, especially as he’s finally admitted to the Quebec police matter, and if he refused to strip him of all committees he’s on.

After all, if someone were charged, not convicted, but charged, of any instance with children would they still be allowed to work with them?   Should Mr. Frost have access to certain private City info with fraud and possible criminal convictions hanging over his and the city’s head?

BREAKING – Cornwall City Councilor Brock Frost Still Under Investigation by Levis Quebec Police AUG 19, 2015

CORNWALL Ontario – CFN confirmed with Levis Quebec Police that Cornwall City Councilor Brock Frost is still being investigated regarding his fraud & forgery charges releated to the River Kings.

Levis Police confirmed that the investigator of the case is still meeting with witnesses and that they are still seeking information.

Frost, who has since moved to Ottawa and is a broker for Keller Williams Real Estate citing better opportunities than in Cornwall.

bf fbThe councilor is just returning from the AMO conference that he drove up to along with fellow councilor and Liberal MP candidate Bernadette Clement as well as rookie councilors Justin Towndale & Cariliyne Hebert.  The conference costs taxpayers from $1,500- $2,000 per councilor.

Frost is under numerous lawsuits and investigations including defamation after he alleged that CFN editor Jamie Gilcig made sexual advances on him at a sales meeting.  (that he purchased a large ad package at)

Frost was unavailable for comment, but as per our policy if he wishes to make a statement he can email it in.

The councilor is due back in Quebec court in the Fall.

What do you get when you mix a real estate guy who makes a client’s near $700K disappear, uses forged documents to get a local hockey team, hustles a boob to mortgage his house, and get caught lying a few more times?

Cornwall City Councilor Brock Frost who took time from kissing babies during his council run to promise to donate his full council honourarim to two local charities.

However neither charity has confirmed that he paid in full as promised.

The first up was our amazing hospice who are first refused to answer due to privacy issues.

I asked their rep that with Mr. Frost posing with a big cheque that perhaps that baby was already out with the bath water?

Mr. Frost had stated that he was giving half up front to the hospice and the second half would go to CAS.  (as if we don’t give them enough public dollars already!)

I called last week, but have yet to receive a response.  We are trying to confirm if Councilor Brock Frost did in fact make his full declared cash donationto you folks as per the news item published on your website?

Can you imagine being in PR and getting a name wrong?    I followed up with the obvious question as my initial one was a yes or no type, but Kimly seems to be too busy to respond.

Frost of late also has started an organization to fight defamation while he himself is being sued for defamation after issing not one, but two press releases clearly defaming yours truly including making a statement that he was hoping to be widely published that I’d made sexual advances on his person at a sales meeting which he neglected in his statement to say that resulted in him making a large purchase.

Clearly all this makes Frost a front runner to run for mayor of Cornwall in 2018   :)

Former Cornwall Councilor Brock Frost to Return to Politics and Write a Book – NOV 9, 2015

Disgraced former Cornwall City Councilor Robert Brock Frost says that he wants to return to politics; just not at the municipal level citing a high workload and low pay.  He also shared that he will be writing a book.

 

In a strange staged interview shot in Cornwall he answers a few soft ball questions.  It was called an Exit Interview in the video clip.

Some of the gems:

“…people don’t want the truth….what they want to hear is rumors, what they want to hear is headlines….what they want is tabloids and gossip…..some unfortunately are out for blood….the real reason I decided to move to Ottawa was for business….the salary of a councilor just doesn’t allow me to make it my full time job….I learned how ungrateful some people could be…..out of $165 million dollars we only changed $800K….we don’t control the administration….I had to leave because the compensation wasn’t there (council) I had bills to pay……my life is a tabloid…..

At the 9:20 mark he talks about his political future and wants statues of Andre Rivette & Bernadette Clement.

Frost got over 4,000 votes in the 2014 municipal election.   His time on council was filled with lawsuits, false claims, real estate fraud, forgery charges, and that’s just the stuff we’re allowed to write about.  There’s much more coming down the pike!  It also is boggling that he complains about the stipend to councilors when he was supposed to be donating his entire pay for the year to two local charities that sorta kinda have confirmed that they didn’t get paid in full.

Brock gets the last word in this piece though.

Cornwall Ontario Works Beneficiary Charged for $4419.76 & Police Blotter for JAN 7, 2016 CCPS OPP

MISCHIEF, BREACH

 

Cornwall, ON – A 22-year-old Cornwall man was arrested on January 5th, 2016 and charged with mischief and breach of recognizance for being outside his residence, communicating with and being within 100 meters of someone’s residence. It is alleged during an argument on December 7th, 2015 the man damaged some of his ex-girlfriend’s property while at her residence. Police were contacted and an investigation ensued. On January 5th, 2016 the man located by police, taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

 

WARRANT

 

Cornwall, ON – Brittany Lague, 19 of Cornwall was arrested on January 5th, 2016 on the strength of a warrant. It is alleged during an investigation into an unrelated matter in December, 2015, police learned the woman failed to notify a change in address as per the conditions of her undertaking. She was also found to be in breach of the undertaking and a probation order for failing to keep the peace. A warrant was then obtained for her arrest. On January 5th, 2016 the woman was spotted at a Pitt Street store by a member of the Cornwall Community Police Service. She was taken into custody on the strength of the warrant and held for a bail hearing.

 

FRAUD

 

Kaila Warwick, 26 of Cornwall was arrested on January 6th, 2016 and charged with fraud under $5000.00. It is alleged that she failed to declare changes in her living arrangements to the Ontario Works Resource Centre between April, 2015 and September 30th, 2015 which resulted in an overpayment of $ 4419.76. On January 6th, 2016 the woman attended police headquarters to deal with the matter. She was taken into custody, charged accordingly and released to appear in court on the February 11th, 2016.

 

ASSAULT, MISCHIEF, BREACH

 

Cornwall, ON – A 42-year-old Cornwall man was arrested on January 6th, 2016 and charged with assault and two counts of mischief. He was also charged with three counts of breach of recognizance for being outside his residence, communicating with someone he has conditions not to communicate with and being within 200 meters of her address. It is alleged during an argument on January 6th, 2016 the man assaulted his 30-year-old ex-girlfriend and damaged her cell phone and the door to her residence. Police were contacted and an investigation ensued. During their investigation the man was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

Cornwall, ON – A 28-year-old Cornwall man was arrested on January 4th, 2016 and charged with mischief and threats. It is alleged during an argument on January 3rd, 2016 the man damaged some of his girlfriend’s property and threatened to harm her. Police were contacted and an investigation ensued. On January 4th, 2016 the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.

DISTURBANCE LEADS TO CHARGES

(North Glengarry) – On January 5, 2016 at approximately 11:35pm, Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers responded to a report of a disturbance at a residence on Derby Street in the Town of Alexandria, North Glengarry Township. Investigation indicated that an adult male had caused damage to a vehicle and was in breach of conditions imposed from a previous incident. Officers also located and seized a quantity of suspected marihuana.

The  18-year-old male of North Glengarry Township was arrested and is charged with;

– Mischief Under $5000
– Possession of a Controlled Substance
– Fail to Comply with Probation Order (3 counts)

He was held in custody pending an appearance (bail) at the Ontario Court of Justice in Cornwall. His name is not being released in order to protect the identity of the victim (breach related).
SPEEDER INTERCEPTED

(South Stormont) – On January 5, 2016 at approximately 2:30pm, an OPP Highway Safety Division (HSD) officer intercepted a vehicle travelling 160km/h (100km/h zone) on Highway 401, South Stormont Township. The 18-year-old male from Toronto, Ontario was charged accordingly. His vehicle and driver’s permit were seized for a period of seven (7) days as per legislation.

NEW RULES FOR PEDESTRIAN AND SCHOOL CROSSINGS

(EMBRUN, ON) – As of January 1st, 2016 the Province of Ontario has adopted a new law to ensure pedestrians crossing roads are safe. The new law states that vehicles must yield the right of way to pedestrians as they cross the whole roadway.

“These rules apply at pedestrian crossovers identified with specific signs, road markings and lights – the new rules do not apply to pedestrian crosswalks at intersections with stop signs or traffic signals, unless a school crossing guard is present.”

Pedestrians should remember the following when crossing roads:

  • Cross only at a cross walk and when it is safe to do so.
  • Don’t cross when the light is red or when the do no cross sign is flashing.
  • It is safer to cross when the light first turns green.
  • Be cognitive of what is going on around you and don’t walk “distracted”

Drivers should always:

  • Watch for children and be cautious during the times children are walking to and from school as well as take extra time when traveling in and around school zones.
  • Be patient as some people may require extra time when crossing roads.
  • Slow down pay attention and don’t drive distracted.

Fines for drivers that commit offences at school or pedestrian crosswalks range from $150 to $500 as well as 3 demerit points.

Together we all can make area roadways safe.

DRUGS SEIZED

(South Glengarry) – On January 5, 2016 at approximately 12:01am, a Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officer intercepted a vehicle on Highway 401, South Glengarry Township. The stop resulted in the seizure of a quantity of suspected marihuana.

The male driver, Mathieu COLLIN (23) of Saint-Zotique, Quebec was arrested and is charged with;

– Possession of a Controlled Substance

He was released and scheduled to appear at the Ontario Court of Justice in Alexandria on March 2, 2016.
EXCESSIVE SPEEDS

(South Glengarry/Stormont) – On January 4, 2016 – SD&G OPP officers conducting speed measuring enforcement in South Glengarry/Stormont Townships intercepted the following vehicles for traveling at excessive speeds. In both stops, the vehicle was impounded and the driver’s permit seized for seven (7) days in accordance to policy.

Gilles Latour represents the very worst of the corruption that is so pervasive in Cornwall Ontario.    The bullying, the abuse, and back room wheeling and dealing.    The former President of Team Cornwall, and Liberal bag man for Bob Kilger and other prominent politicos is alleged to have not cooperated with the MFDA investigation into charges of essentially ripping off elderly and defenseless clients including….his own mother.

CFN broke the original story which slowly was covered by other area media.    Latour is still honoured in some places in Cornwall.   The MFDA just released information updating the Latour file.  While some of the info has been released in area media we have decided to release the content from the MFDA.
Latour Victim 1 MFDAClient #1 was 80 years old.  Latour is alleged to have “borrowed” $36K to help his…mother.     That client has been stiffed.

Client #2 is only 64, and a widower.Latour Victim 2 MFDA

Latour supposedly nailed him for over $500K!   Nothing has been said to be returned.

The worst though is what Latour is alleged to have done to his own mom.

A Brock Frostian GIC for $151K that was never registered?    Latour has not cooperated or responded to the investigation according to the document above.

This is separate from the Criminal Charges lodged against Latour.  He faces fines of up to $5,000,000 per offence.

 

How does someone go from being so intrinsically wound into the fabric of a community and turn out to be such an alleged scoundrel and rip off artist?    Does anyone think that Latour will come out innocent from these very grave and serious charges?

Cornwall has a history of covering up for its many dirt bags throughout history.

Wife beating, alcoholism, stealing of funds, abuse of position, and that’s just one politician from yesteryear that some still consider with awe.

Project Truth?  A $50+ Million dollar cover up of those who covered up for those how mauled children in the community.

Even this very newspaper and yours truly have been vilified, and fiscally mauled for simply publishing simple truths that exist in Cornwall and the area.  All one has to do is look at my fake criminal charge and hold over as well as the City led boycott of CFN to see the ugly face of bullying and corruption including intimidation of some of our clients who were forced to drop their advertising for fear of reprisals such as not getting renovation permits.

Are you tired of creeps like this getting revered and free passed while good people leave our city in numbers far too many?   Is it any wonder why Pitt Street, and Montreal Road are becoming ghost strips?

How does someone allegedly who didn’t finish their high school go from selling windows to having people trust him with their life savings?      How can people in Cornwall have seen the big house, fast expensive cars, and lavish life style and not blink?      I’ve met some of his former clients and these are good people.  Some of whom are actually hard working and fairly intelligent?

Is all you need in life to have success a tuxedo and fake smile?

When Latour is eventually convicted shouldn’t we all be looking at those that put in in the position to commit such fiscal atrocities?   Should we be looking at his political friends and those that propped him up and even maybe bought him some time before his house of cards collapsed?   For example his ol buddy Rick Shaver’s Seaway News just ran a puff piece where Latour sorta kinda proclaims his innocence……

FRAUD

 

Cornwall, ON – Katherine Scanlon, 35 of Cornwall was arrested on January 18th, 2016 and charged with fraud over $5000.00. It is alleged that she failed to declare changes in her living arrangements to the Ontario Works Resource Centre between September, 2014 and April, 2015 which resulted in an overpayment of $ 5158.00. On January 18th, 2016 the woman attended police headquarters to deal with the matter. She was taken into custody, charged accordingly and released to appear in court on the February 16th, 2016.

Cornwall, ON – Rashida Mustafa, 44 of Cornwall was arrested on January 18th, 2016 on the strength of a warrant. It is alleged the woman failed to attend court on November 6th, 2015 and a warrant was issued for her arrest. On January 18th, 2016 the woman attended police headquarters to deal with the matter. She was taken into custody on the strength of the warrant and held for a bail hearing.

 

UNLAWFULLY IN A DWELLING, ASSAULT

 

Cornwall, ON – A 35-year-old woman was arrested on January 18th, 2016 and charged with unlawfully in a dwelling and her 40-year-old ex-common-law husband was arrested and charged with assault. It is alleged during an argument on January 18th, 2016 the woman entered her ex-common-law’s residence without permission and was assaulted by him pushing her. Police were contacted and an investigation ensued. During their investigation both were taken into custody and charged accordingly. The woman was held for a bail hearing while the man was released to appear in court on February 23rd, 2016. Their names were not released as both are victims in the matter.

 

MISCHIEF

 

Cornwall, ON – A 32-year-old Akwesasne man was arrested on January 19th, 2016 and charged with mischief. It is alleged during an argument on January 19th, 2016 with his 36-year-old girlfriend the man damaged a door and police were contacted to investigate. During their investigation the man was taken into custody, charged accordingly and released to appear in court on February 23rd, 2016. His name was not released as it would identify the victim in the matter.

BREACH

Cornwall, ON – Cody Burelle, 18 of Cornwall was arrested on February 24th, 2016 and charged with breach of undertaking for failing to notify a change of address and two undertakings and one probation order for failing to keep the peace. It is alleged the man failed to notify a change of address to police and police were contacted to investigate. On February 24th, 2016 the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and held for a bail hearing.

FRAUD

Cornwall, ON – Marcel Dupuis, 66 of Cornwall was arrested on February 24th, 2016 and charged with fraud over $5000. It is alleged he failed to declare changes in his living arrangements between May, 2013 and May, 2014 to the Ontario Works Resource Centre which resulted in an overpayment of $9911.95. Police were contacted and an investigation ensued. During their investigation the man was taken into custody, charged accordingly and released to appear in court onMarch 24th, 2016.

THREATS

Cornwall, ON – Tyler Ladouceur, 24 of Cornwall was arrested on February 23rd, 2016 and charged with threats. It is alleged on February 19th, 2016 the man threatened staff at local school and police were contacted to investigate. On February 23rd, 2016 the man attended police headquarters to deal with the matter. He was taken into custody, charged accordingly and released to appear in court on May 24th, 2016.
